Surface exports for DiagnosticAPI

This module centralizes the most common imports used by downstream
code when working with :mod:`readDiag.surface`.

It re-exports:

- :class:`DiagnosticAPI` : stable high-level interface.
- :class:`Metadata`      : container for dataset metadata.
